How do film directors and producers get igned to movies?

For example, on the new film "Super 8", who picked that Steven Spielberg would be the producer? Then who picked that J.J. Abrams would be the director. Do they have agents that find out when a movie studio is looking for one and call and negotiate with the studio? I imagine that the producer picks the director though.
