How do I set up Itunes on a new computer?

I just got a new computer and have had trouble doing this in the past. I can NEVER figure out how to get my songs/movies/etc from my itouch to my new computer! I have tried the "transfer purchases from Ipod" but all that does in transfer all the things I have bought on the itouch, not my whole library itself... please help!!!!!!!!!!!!!!!
