One of my colts had a fungus..?

Today while he was grazing I noticed beneath the bone of his tail to the side there were these greenish blueish circleish spots that looked like it could be a fungus of some sort?? I have no clue what it is or could be. Any ideas on what it is or what to do?? Any past experience with these kind of things?? Thanks for the help!
